MEMBERS OF CITY COUNCIL. GOOD TO BE HERE AGAIN WITH YOU IN MARCH. JUST GIVE YOU A VERY BRIEF, UH, SUMMARY OF HOW WE GOT TO THIS POINT TO HAVING LEGISLATION THAT'S GOING BEFORE SENATE. UH, GENERAL LAWS AND FINANCE IN JUST A FEW SHORT MONTHS IN MARCH OF 2019, THE GENERAL ASSEMBLY PASSED SIGNIFICANT LEGISLATION THAT FOR THE FIRST TIME WE CREATE FIVE CASINO HOST CITIES AND THE COMMONWEALTH AND THESE CITIES WERE BRISTOL, DANVILLE, NORFOLK, PORTSMOUTH AND RICHMOND. IT WAS SIGNIFICANT LEGISLATION BECAUSE IT WAS THE FIRST TIME THAT THEY WOULD HAVE THAT TYPE OF GAMING IN THE COMMONWEALTH. UM THEREAFTER. THE VARIOUS CITIES HELD REFERENDUMS. FOUR OF THEM PASSED. LAST YEAR, THE CITY OF RICHMOND HELD A CASINO HELD A REFERENDUM AND THEY FAILED. YOU DON'T HAVE TO GO INTO THE REASONS WHY IT FAILED, BUT FOR WHATEVER REASONS IT FAILED, AND THERE WAS A DELTA OF ABOUT 1500 VOTES. IMMEDIATELY AFTER THAT, UM MAYOR YOU AND I AND SEVERAL CITY COUNCIL MEMBERS TALKED ABOUT PETERSBURG BEING THE FIFTH HOST CITY IN THE COMMONWEALTH. AND SO DURING THE 2022 GENERAL ASSEMBLY SESSION, UH, I INTRODUCED LEGISLATION THAT WOULD ALLOW PETERSBURG TO BE THAT FIFTH CASINO HOST CITY. UH SENATE FINANCE AGREED THAT A STUDY NEEDED TO OCCUR FIRST TO SEE IF PETERSBURG COULD SUPPORT A. CASINO AND THAT STUDY WAS GOING TO BE DONE BY A GROUP THAT HAD PREVIOUSLY DONE THE STUDY FOR THE OTHER FIVE CITIES. AH THAT J LARK STUDY IS NOW BEEN COMPLETED. AND LAST WEEK THEY REPORTED THAT PETERSBURG WOULD IN FACT BE ABLE TO HOST A CASINO . IN FACT, IT MELT AND MET ALL OF THE MARKERS BY A WIDE MARGIN. UM IN THEIR REPORT. THEY SAID THAT THE CASINO AFTER CONSTRUCTION THESE THAT MEANS AFTER POST CONSTRUCTION JOBS WOULD HAVE ALMOST 1300 PERMANENT JOBS AND $12.5 MILLION OF LOCAL REVENUE. UM AND THAT I WOULD TELL THE CITY COUNCIL OUR FLOORS. I EXPECT IT WOULD BE GREATER THAN THAT. I HAD THEM NOW INTRODUCED LEGISLATION THAT HAS ALREADY BEEN FILED WITH THE GENERAL ASSEMBLY. IT'S SENATE BILL 7 80. IT WILL DO THE FOLLOWING IT WILL ADD PETERSBURG AS THE FIFTH AND FINAL ELIGIBLE HOST CITY FOR THE FIVE HOST CITIES IN THE COMMONWEALTH. THE LEGISLATE NUMBER TWO. THE LEGISLATION SPECIFICALLY STATES THAT PETERSBURG MUST VOTE IN A REFERENDUM BEFORE RICHMOND HAS ANOTHER OPPORTUNITY TO HOLD A SECOND REFERENDUM. THIRD IF PETERSBURG PREVAILS IN THE REFERENDUM, RICHMOND WILL BE ELIMINATED AS A POTENTIAL HOST CITY, AND IT ALSO FINALLY DESIGNATES THAT THAT REFERENDUM WILL BE HELD IN NOVEMBER OF 2023 APPROXIMATELY 12 MONTHS FROM FROM NOW, SO THAT'S WHERE WE'RE HEADED. THERE IS WORK TO BE DONE BEFORE THAT. BUT I WILL SAY THIS. UM AND I THINK I'M WELL POSITIONED TO SAY IT BECAUSE I REPRESENT PETERSBURG AND RICHMOND. I DON'T THINK THERE IS ANOTHER CITY IN THE ENTIRE COMMONWEALTH THAT IS MORE DESERVING. OF A TO BE A HOST CITY THAN PETERSBURG. PETERSBURG HAS HAD SOME CHALLENGES OVER THE LAST FOUR OR FIVE DECADES.

THEY'VE CERTAIN THEY'VE OVERCOME THOSE CHALLENGES. BUT WHEN YOU LOOK AT WHAT THE GENERAL ASSEMBLY WANTS IN A HOST CITY IN ORDER TO EMPOWER THE ECONOMIC ENGINE OF THAT HOST CITY PETERSBURG IS AT THE TOP OF THE LIST, AND I, UH, LIKE I SAID, THERE'S A GREAT DEAL OF WORK TO BE DONE, BUT I'M VERY AND ENTHUSIASTIC ABOUT NOT ONLY CASINO COMING TO PETERSBURG, BUT THE GROUP THAT YOU HAVE SELECTED WITH THAT? ALL THESE DEVELOPMENTS ARE CUTTING EDGE AND TRANSFORMATIVE.
