MY COLLEAGUE SCOTT PAGE PRESENTED TO YOU ALL. AND UM, WE'RE BACK WITH A QUICK UPDATE. THANK YOU FOR MAKING TIME ON THE AGENDA FOR US TONIGHT. SO UM, LAST TIME WE WERE HERE, WE WERE REALLY JUST GETTING OUR FEET WET. IT WAS OUR FIRST VISIT. KICK OFF WITH OUR PROJECT ADVISORY COMMITTEE AND, UH, START TO SHARE OUT SOME OF THE DATA THAT WE'VE COLLECTED TO MAKE SURE THAT WE'RE UNDERSTANDING DOWNTOWN PETERSBURG APPROPRIATELY AND THAT WILL SORT OF LEAD US PREPARE US TO BRING THE MATERIAL TO THE PUBLIC. UM, AND FOR A VISIONING, UH, EVENT, AND THEN WE'LL MOVE INTO DEVELOPING, UM, STRATEGIES AND ULTIMATELY WORK TOWARDS FINISHING THE PLAN BY THE END OF THE YEAR. SO THIS MAP JUST SHOWS THE DOWNTOWN STUDY AREA SOMEWHERE WORKING, UM, IN THE AREA THAT GOES FROM THE HIGHWAY OVER TO MARKET STREET AND FROM THE RIVER DOWN TO WITH AND HALIFAX. IT'S IMPORTANT ALWAYS TO CONSIDER THE CONTEXT FOR ANY DOWNTOWN PLANNING PROCESS. AND SO WE UNDERSTAND THAT YOU KNOW, PETERSBURG HAS A RESIDENTIAL POPULATION OF OVER 33,000 PEOPLE, BUT THAT THERE ARE SOME LARGE, UM UH, POPULATION HUBS VERY NEARBY AT THE FORT LEE AND AT VIRGINIA STATE UNIVERSITY, AND SO YOU KNOW, I THINK PART OF WHAT THIS DISCUSSION HAS BEEN ABOUT IS TO SAY, YOU KNOW, THIS DOWNTOWN IS FOR EVERYBODY. PEOPLE SHOULD FEEL WELCOME HERE. PEOPLE SHOULD BE EXCITED TO COME TO THE DOWNTOWN. AND SO WE'RE LOOKING NOT JUST AT THE RESIDENTS OF PETERSBURG BUT ALSO THE SURROUNDING AREAS. DOWNTOWN IS THE HISTORIC CENTER OF PETERSBURG. WE CAN ALSO SEE A LOT OF CHANGE OF FOOT. AND SO WE THINK THAT THE PLANNING PROCESS IS REALLY RIGHT. RIGHT NOW. THIS IS A MAP THAT SHOWS UP PERMITS BUILDING PERMITS JUST OVER THE PAST YEAR AND YOU CAN SEE REALLY A CONCENTRATION OF THE YELLOW DOTS AND THE DOWNTOWN. THOSE ARE SHOWING A BUNCH OF RENOVATION. AND SO THE NEW CONSTRUCTION HAS BEEN KIND OF LESS COMMON IN THE DOWNTOWN OVER THE PAST YEAR, BUT CERTAINLY WE CAN SEE A LOT OF REINVESTMENT ACTIVITY HAPPENING.

AND UM, THAT COMES TO LIFE IN PLACES THAT DRAW PEOPLE, OLD BUILDINGS, SEEING NEW USES. ONE

OF THE THINGS THAT PLANNERS ALWAYS DO IS CREATE LAND USE MAPS, WHICH ARE SORT OF BRIGHTLY COLORED MAPS THAT HELP US UNDERSTAND HOW EACH PIECE OF LAND IS BEING USED. SO ON THIS MAP, EVERYTHING THAT'S RED IS A COMMERCIAL PROPERTY. EVERYTHING THAT'S BLUE IS INSTITUTIONAL. SO A RELIGIOUS INSTITUTION OR GOVERNMENT, UM, THOSE TWO USES MAKE UP OVER 50% OF THE DOWNTOWN , SO IT JUST HELPS US UNDERSTAND A LITTLE BIT ABOUT, UM KIND OF HOW THE DOWNTOWN FUNCTIONS. WHAT BRINGS PEOPLE HERE? YOU CAN SEE IN YELLOW THE RESIDENTIAL AREAS AND THEN IN GRAY, UM, SORT OF THE SURFACE PARKING AND BROWN, THE VACANT LAND AND SO TOGETHER VACANT PROPERTY AND SURFACE PARKING TAKE UP ALMOST A THIRD OF THE DOWNTOWN. SO THAT'S SORT OF AN IMPORTANT NOTE AS WELL AS WE THINK ABOUT AREAS THAT WHERE THERE'S POTENTIAL FOR CHANGE AND CONTINUED INVESTMENT. SO, AS I MENTIONED THERE'S A RESIDENTIAL POPULATION IN THE DOWNTOWN. UM IT'S RATHER SMALL AND KIND OF SCATTERED. SO THIS MAP JUST SHOWS ALL OF THE PARCELS OR PIECES OF LAND WHERE PEOPLE LIVE, AND THERE'S A RED DOT FOR EACH RESIDENT APPROXIMATELY AND SO, UM, FEWER THAN 2000. PEOPLE LIVE IN THE DOWNTOWN AND THAT'S GOOD INFORMATION FOR US TO HAVE , AS I THINK ABOUT, YOU KNOW, OPPORTUNITIES TO DRAW MORE PEOPLE AND MORE FOOT TRAFFIC TO SUPPORT THE BUSINESSES THAT ARE HERE AND THAT MAY SEEK TO LOCATE HERE IN THE FUTURE. WE ALWAYS LOOK TO SOME PURE CITIES TO UNDERSTAND SORT OF THE SCALE OF THE DOWNTOWN HERE. THE SCALE OF THE MAIN COMMERCIAL CORRIDOR, UM , AND TO UNDERSTAND A LITTLE BIT ABOUT KIND OF WHAT'S WORKED IN OTHER PLACES THAT COULD WORK HERE AND WHAT SETS PETERSBURG APART AND SO THIS MAP JUST SHOWS TO SCALE SOME OF THE DOWNTOWNS OF OTHER VIRGINIA CITY'S, UM, WE'VE WORKED IN HARRISONBURG PRIOR TO WORKING HERE IN PETERSBURG. UM BUT WE'VE ALSO HAD SOME DISCUSSIONS WITH MR MOORE AND HIS TEAM ABOUT WHAT ARE SOME OF THE OTHER PLACES THAT PEOPLE HERE LOOK TO AS PLACES THAT THEY LIKE TO VISIT AND SPEND TIME IN THEIR DOWNTOWN , SO WE'LL BE LOOKING FOR SOME LESSONS LEARNED FROM THESE PLACES. AND WE SORT OF START BY DOING A DIGESTIVE UNDERSTANDING . YOU KNOW HOW BIG ARE THOSE CITIES? HOW MANY PEOPLE LIVE IN THEIR DOWNTOWNS? HOW MANY JOBS ARE IN THEIR DOWNTOWNS? AND YOU KNOW HOW BIG IS THE PHYSICAL PLANT OF THE DOWNTOWN? UM AND THIS ALL WILL HELP US SORT OF.

THINK ABOUT, YOU KNOW, KIND OF WHERE IS THEIR OPPORTUNITY TO DRAW MORE PEOPLE MORE JOBS INTO THE DOWNTOWN ON A DAILY BASIS. THERE ALREADY ARE A BUNCH OF GREAT RESTAURANTS AND STORES, LOCAL BUSINESSES. UM SO WE MADE NOTES. LAST TIME WE WERE HERE ABOUT ALL THE DIFFERENT TYPES OF BUSINESSES. YOU CAN SEE. THERE'S A YOU KNOW, STORES AND RED, UM SOME SERVICE BUSINESSES, RETAIL AND RESTAURANTS. UM A FULL 33RD PERSON. 33% OF THE STOREFRONTS, UM, ARE NOT OCCUPIED CURRENTLY.

AND SO THAT REALLY INFORMS THE EXPERIENCE OF WALKING ALONG SYCAMORE WALKING THROUGHOUT THE DOWNTOWN, AND SO THAT'S SOMETHING ELSE THAT THE PLAN WILL GRAPPLE WITH. UM. YOU KNOW, WE MAKE NOTES ABOUT SORT OF WHERE THERE'S VACANT PROPERTY AS WELL SO THAT WE UNDERSTAND AGAIN WHERE THERE'S OPPORTUNITY TO ADD TO THE MIX AND, UM KIND OF CHANGE. CHANGE THE DYNAMIC, UM ON SOME OF THESE BLOCKS. AND SO , UM, THAT WILL BE A PIECE OF THE PLAN. A BIG FOCUS. I THINK.

AND AS I SAID, THIS REALLY KIND OF INFORMS THE EXPERIENCE OF WALKING AROUND DOWNTOWN AND THE WALK ABILITY. HERE IS ONE OF THE REAL CHARMS OF DOWNTOWN PETERSBURG. IT'S BUT YOU KNOW, IT'S REALLY PLEASANT PLACE TO EXPLORE ON FOOT. IT HAS A REALLY LOVELY SCALE, BEAUTIFUL ARCHITECTURE, AND SO, UM, YOU KNOW IT GETS INTERRUPTED BY PARKING LOTS ARE PAVED AREAS WHICH COVER 27% OR 51 ACRES OF LAND IN THE DOWNTOWN. AND SO THAT'S SOMETHING THAT I THINK.

YOU KNOW, PARKING WE'VE HEARD IS IMPORTANT, BUT IT'S SOMETHING FOR US TO THINK ABOUT HOW TO KIND OF BETTER UTILIZE OUR LAND IN THE DOWNTOWN. WE'LL BE THINKING ABOUT THE GREAT NATURAL ASSETS SORT OF THE AREAS THAT ADD BEAUTY. ADD NATURAL HABITAT. UM THAT, UM, KIND OF CAN SERVE AS THEIR OWN DRAW. WE KNOW THAT SOME OF THESE COME WITH SOME COMPLICATING, UM, RISKS OR THREAT OF FLOODING FOR PARTS OF THE DOWNTOWN, AND SO THAT'S A PIECE OF THIS. WE HAVE A I SHOULD SAY A FULL TEAM OF, UM OTHER CONSULTANTS. SOME LANDSCAPE ARCHITECTS, SOME TRANSPORTATION PLANNERS AND ECONOMISTS, AND SO THOSE PEOPLE WILL BE SORT OF HELPING US AS WE DIG INTO SOME OF THE MORE TECHNICAL ISSUES THAT AND OPPORTUNITIES THAT DOWNTOWN THAT ARE PRESENTED TO US HERE. SO THINKING ABOUT WITH THE TEAM MEMBERS WHO WILL BE JOINING US TOMORROW ABOUT SOME OF THOSE PUBLIC SPACES IN BETWEEN BUILDINGS. AND WE WILL BE STARTING TO BRAINSTORM WITH THE ADVISORY COMMITTEE ABOUT HOW TO ROLL OUT THE DOWNTOWN PROCESS AND INVITE RESIDENTS TO COME AND WEIGH IN ON WHAT THEY WOULD LIKE TO SEE WHAT THEIR VISION IS FOR THE DOWNTOWN AND SO WE ARE LOOKING LIKELY TO BE BACK TOWARD THE END OF MAY. ALTMAN WELL, COUNCIL KIND OF STOLE MY THUNDER UNDERNEATH COUNCIL COMMENTS BY GIVING KUDOS TO ALL THE CITY DEPARTMENTS, BUT I WANT TO MAKE SURE I WOULD LET THEM KNOW THAT I APPRECIATE EVERYTHING THAT EVERYONE DID PUBLIC WORKS POLICE DEPARTMENT WITH REGARD TO THE GOVERNOR'S VISIT LAST WEEK BLOCKING OFF SYCAMORE STREET, WHICH IS NOT SIGNAL WASHINGTON FROM SYCAMORE , DOWN FROM ADAM'S DOWN IS NOT AN EASY FEAT AS WE ALL SAW, BUT WE APPRECIATE ALL THEIR HARD WORK AND GETTING THAT ACCOMPLISHED.
