THERE'S, COUNCILMAN HILL CAN HELP ME ON THIS ONE, BUT THERE'S A PASSAGE IN THE BIBLE THAT SAYS SOMETHING ABOUT KNOWING THE COST OF THE BUILDING BEFORE YOU START ON IT, OR KNOWING THAT YOU HAVE THE ABILITY TO PAY FOR IT BEFORE YOU START ON IT. JUNE 18TH, THAT WAS THE LAST CITY COUNCIL MEETING WE HAD ABOUT 65% INCREASE IN ATTENDANCE. WE HAD ONE OF OUR NEW ISLAND MEMBERS ACTUALLY SPOKE UP, A RESIDENT, EXCUSE ME, KIRA STEVENS WAS AT THAT MEETING WHERE SHE SPOKE UP TO COUNCIL ABOUT THE APPOMATTOX RIVER HERITAGE TRAIL ON THE 20TH.

COUNCIL MEMBER CUTHBERT HAD THE WARD FOUR MEETING. CAN WE GO TO THE SECOND PAGE, AT THAT MEETIN, WHAT WAS SAID WAS THAT THERE IS A DCR GRANT FOR 2.5 MILLION TO DO SOME ABATEMENT WORK OVER AT THE ROPER SITE, MAINLY ABATEMENT WORK REGARDING FLOODING, IT WILL NOT ADDRESS THE ISSUES WITH THE PROPERTIES THAT ARE FACING POCAHONTAS STREET BECAUSE WE'RE NOT REALLY CLEAR ON WHETHER THOSE FUNDS COULD BE UTILIZED TO REPAIR THOSE BUILDINGS THAT HAVE HOLES IN THE ROOF OR SIDING, ALSO, ONE OF THE ITEMS WE HAD AS AN INITIATIVE, INITIATIVE NUMBER ONE, WHERE WE SPOKE TO, REQUESTING THAT THE, CITY, YOU KNOW, HAS THE ENGINEER LOOK AT THE BRIDGE GAP. A PETITION DEMANDING THE CITY OF PETERSBURG TO REPAIR A VITAL COMMUNITY BRIDGE AND IMPLEMENT A CUL DE SAC, OUR COMMUNITY IS BUILT ON THE FOUNDATION OF UNITY AND SHARED VALUES. ONE SUCH VALUE IS THE BELIEF IN SAFETY.

EASY ACCESS, AND PRESERVATION OF THE ESTHETIC VALUE OF OUR NEIGHBORHOOD AND THE HOMES OF OUR RESIDENTS. BUT OVER THE PAST THREE YEARS, THE CLOSURE AND DISREPAIR OF THE VITAL BRIDGE

AND ENTRANCE TO OUR COMMUNITY HAS SEVERELY DISRUPTED THE LIVES OF THE RESIDENTS ON OAK HILL ROAD, AMHERST DRIVE AND MEADOW VIEW DRIVE. ACCESS TO PETERSBURG TO CRATER ROAD, A CRITICAL ROUTE, HAS DRAMATICALLY INCREASED FROM WHAT WAS ONE TENTH OF A MILE TO, AN ARDUOUS 1.2 MILES. RESIDENTS ARE FORCED TO GO FROM OAK HILL ROAD TO FOREST HILLS DRIVE TO NORTH PARK ROAD, THEN TO FLANK ROAD TO GET TO CRATER ROAD AND, WHICH INCREASED OUR AVERAGE DISTANCE BY 483.84 MILES PER DRIVE PER YEAR PER DRIVING RESIDENT. THIS IS NOT A TALE OF FUEL CONSUMPTION OR INCONVENIENCES, NOR IS IT A TALE OF ROADS NOT BEING REPAIRED OR PAVED IN OVER TEN YEARS. THIS IS A STORY ABOUT A COMMUNITY WHO IS REQUIRING YOU TO PROVIDE SAFETY FOR OUR WELL-BEING, AND FOR THE VALUE OF OUR HOMES AND OUR NEIGHBORHOOD. THE DETOUR, COUPLED WITH SPEEDY CARS USING OUR STREET TO REACH BATTLEFIELD PARK SUBDIVISION, CREATES AN UNSAFE ENVIRONMENT FOR OUR CHILDREN, THE ELDERLY, AND ALL RESIDENTS ALIKE. OAK HILL ROAD, AMHERST DRIVE, AND MEADOW VIEW DRIVE ARE USED FOR WALKING, RIDING AND A PLAY AREA BY OUR RESIDENTS. THEREFORE, WE DEMAND THAT THE CITY TAKE IMMEDIATE ACTION TO REPAIR THIS CRUCIAL ENTRANCE BRIDGE AND REESTABLISH THE ORIGINAL ACCESSIBILITY TO CRATER ROAD, REDUCING THE UNNECESSARY LOGISTICAL STRAIN AND SAFETY THREATS POSED ON THIS CURRENT SITUATION. FURTHERMORE, WE PROPOSE THE IMPLEMENTATION OF A CUL DE SAC TO PREVENT THE SPEEDING THROUGH OUR NEIGHBORHOOD, REINFORCING SAFETY AND PEACE WITHIN OUR COMMUNITY. OUR CITY SHOULD UPHOLD COMMUNITY VALUES AND PRIORITIZE PROJECTS THAT SERVE TO NURTURE, NOT TO TEAR APART THOSE SHARED BONDS.

IT'S TIME FOR OUR LOCAL AUTHORITIES TO. IT'S TIME OUR LOCAL AUTHORITIES LISTENED TO THEIR CONSTITUENTS AND TOOK DECISIVE MATTERS, DECISIVE ACTIONS TO REPAIR OUR BRIDGE AND TO INSTALL A CUL DE SAC TO ENSURE SAFETY AND CONVENIENCE FOR OUR RESIDENTS. SO SMART SCALE, IT'S A PROCESS TO HELP DIFFERENT CITIES AND JURISDICTIONS ALL THROUGHOUT THE STATE SUPPORT CRITICAL TRANSPORTATION IMPROVEMENTS WITH LIMITED TAX DOLLARS. REALLY FOCUSED ON SAFETY IMPROVEMENTS, CONGESTION REDUCTION, ACCESSIBILITY, AND SO FORTH. A LITTLE BIT OF BACKGROUND ON THE PROJECTS THAT WE'RE LOOKING TO SUBMIT FOR THE SMART SCALE FUNDS THROUGH VDOT. SO THE PROJECTS WE HAVE, THE PIPELINE PROJECT, WHICH IS CRATER ROAD, WAGNER ROAD AND REEVES ROAD IMPROVEMENTS, AND THEN I-95 AND I-85 IMPROVEMENTS AS WELL, WHICH HAS BEEN KNOWN AS THE STAR STUDY. THE PURPOSE OF THESE PROJECTS IS REALLY TO IDENTIFY COST EFFECTIVE WAYS TO IMPLEMENT MULTIMODAL IMPROVEMENTS AND IMPROVE SAFETY AND CONGESTION ON THESE VARIOUS CORRIDORS. WE'VE INVESTED A LOT OF TIME SO FAR IN STUDYING THESE DIFFERENT LOCATIONS. STUDIES STARTED EARLY TO MID 2023 AND HAVE CONTINUED UNTIL NOW, WHERE WE'VE BEEN WORKING WITH OUR PARTNERS SUCH AS VDOT, VIRGINIA, DEPARTMENT OF TRANSPORTATION, CONSULTANTS SUCH AS WSP AND KIMLEY-HORN, CITY STAFF, REGIONAL STAFF, COMMUNITY MEMBERS AND COUNCIL AS WELL. THESE PROJECTS MOVE FORWARD WITH ANALYSIS, LOOKING AT ALTERNATIVES, COMMUNITY ENGAGEMENT, PREFERRED ALTERNATIVES AND COST ESTIMATES. HERE YOU CAN SEE THE PROCESS OF WHAT SMART SCALE ENTAILS, WE'VE ALREADY SUBMITTED THESE APPLICATIONS. WE'VE MADE IT THROUGH THE PRE-APPLICATION SCREENING. WE'VE ALREADY MADE IT TO THE WHOLE REQUIRED DOCUMENTS DO. OF COURSE IT'S ROTATED TO MAKE IT A LITTLE DISORIENTING, BUT WASHINGTON AND WIDTH ARE ACTUALLY RUNNING NORTH SOUTH IN THIS DIRECTION. AND WE'RE LOOKING AT I-95 AND WHERE THEY INTERACT. AND I REALLY WANTED TO POINT OUT THAT BASED ON FEEDBACK AND COORDINATION WITH CITY COUNCIL MEMBERS, MODIFICATIONS HAVE BEEN MADE TO THIS PROPOSAL TO INCLUDE KEEPING THE 95 NORTH BOUND BANK STREET OFF RAMP OPEN AND INCLUDING A POTENTIAL ROUNDABOUT. SO I DID WANT TO NOTE THAT THAT'S BEEN INTEGRATED INTO THE PROPOSAL HERE. YOU CAN SEE THAT AT THE END OF BOTH. YES WHAT? TELL ME MORE ABOUT THE ROUNDABOUT, PLEASE. OF COURSE. HERE'S ANOTHER PROPOSAL THAT WE'RE SUBMITTING FOR FUNDING WAGNER AT NORMANDY ROAD AND HERE YOU CAN SEE THE MAIN IMPROVEMENTS WE'RE LOOKING AT HERE. WE'RE ADDING A RIGHT TURN MOVEMENT FROM NORMANDY DRIVE ONTO WAGNER ROAD. THAT'S THE BIGGEST THING THAT'S BEING MODIFIED HERE, AS WELL AS A LITTLE BIT OF STORMWATER IMPROVEMENTS AS WELL. AND THEN THESE PROJECTS CRATER CRATER CIRCLE AND WAGNER ROAD AS WELL.

REALLY LOOKING AT SOME INGRESS AND EGRESS MANAGEMENT. SO SOME CLOSURES OF DRIVEWAYS THAT ARE IMPACTING THE SAFETY OF THE INTERSECTION, ADDING SOME CROSSWALKS AS WELL AND ADDING SOME SIDEWALKS. ALSO LOTS OF THESE PROJECTS HAVE INTERSECTION LIGHTING AGAIN FOR VISIBILITY AND SAFETY. AND THEN THIS PROJECT IS WELL CRATER CIRCLE AT SOUTH CRATER ROAD AGAIN LOOKING AT DRIVEWAYS THAT MAY NEED TO BE MODIFIED AND CLOSED OFF. ADDING SIDEWALK, ADDING LIGHTING AND ADDING CROSSWALKS WHERE NEEDED. SO WHERE WE GO FROM FROM HERE. SO PROJECTS THAT ARE AWARDED WOULD BE FULLY FUNDED. THERE WOULD BE NO MATCH. THAT'S WHY SMART SCALES ARE A REALLY GOOD WAY TO FUND THESE REALLY LARGE PROJECTS. IT SEEMS FAR WAY OFF, BUT THESE PROJECTS WOULD KICK OFF IN FISCAL YEAR 2028, SO IT'S SOMETHING THAT YOU APPLY, YOU GET CONSIDERED AND THEN YOU'RE NOTIFIED, PRETTY SOON IN 2025, WHETHER YOU'LL BE CONSIDERED FOR FUNDING. THERE'S ALSO A CONTINGENCY INCLUDED JUST TO MAKE SURE SHOULD COSTS GO UP FOR THESE PROJECTS, THAT'S TAKEN IN CONSIDERATION FOR HOW FAR OUT THEY'LL BE.
