I THINK THE LAST TIME WE WERE TOGETHER IN THIS FORUM WAS FOR THE ADOPTION OF THE COMP PLAN. ZONING ORDINANCE REGULATES THE USE OF LAND WHILE THE SUBDIVISION ORDINANCE REGULATES THE DIVISION OF LAND. SO UNDER ZONING, LOOKING AT THE USE OF LAND, SO IS IT A COMMERCIAL BUSINESS OR STORE? IS IT INDUSTRIAL? IS IT RESIDENTIAL? AND WHERE SHOULD THEY MOST APPROPRIATELY BE LOCATED? HERE IN PETERSBURG, AS WELL AS DIMENSIONAL STANDARDS, BULK, HEIGHT, SETBACKS, THINGS OF THAT NATURE? WE DO THIS TO HELP ENSURE THINGS LIKE ADEQUATE LIGHT AND AIR, CONVENIENCE AND SAFETY, AND IT HELPS US FACILITATE PUBLIC SERVICES AND AMENITIES BECAUSE WE WANT TO MAKE SURE DEVELOPMENT OCCURS WHERE SERVICES EXIST OR WHERE THEY CAN BE EXTENDED. AND TOGETHER, THESE REGULATIONS HELP PROTECT FROM DESTRUCTION, ESPECIALLY OF HISTORIC SITES AND RESOURCES. ENCROACHMENTS ACROSS PROPERTY LINES, AND OTHER ADVERSE IMPACTS. LOOKING AT THE SUBDIVISION ORDINANCE, THIS IS WHAT REGULATES THE DIVISION OF LANDS. SO HOW YOU CREATE INDIVIDUAL LOTS FROM A PARENT PARCEL? OR ON THE FLIP SIDE, HOW YOU MERGE PARCELS. IT ENSURES ADEQUATE STREETS AND RIGHT OF WAYS. SO WE WANT TO MAKE SURE THAT FOR EXAMPLE, A NEW NEIGHBORHOOD SUBDIVISION HAS FRONTAGE ON EXISTING STREETS. OR MAYBE A NEW STREET NEEDS TO BE EXTENDED AND THE SUBDIVISION ORDINANCE WORKS IN TANDEM WITH YOUR ZONING ORDINANCE TO FACILITATE PUBLIC SERVICES AND AMENITIES, MAKING SURE THAT WE DON'T CREATE UNBUILDABLE NON-USABLE LOTS. SO WE WANT TO MAKE SURE THERE HAVE ACCESS TO WATER AND SEWER. WE WANT TO MAKE SURE THEY'RE NOT LANDLOCKED AND THINGS OF THAT NATURE. AND TOGETHER THIS ALL ESTABLISHES THE PROCEDURES AND REGULATIONS AND REGULATIONS FOR SUBDIVIDING LAND TOGETHER. BOTH THE ZONING AND SUBDIVISION ORDINANCES ARE GUIDED BY THE COMPREHENSIVE PLAN. AND OF COURSE, AS YOU ALL KNOW, THAT'S OUR POLICY DOCUMENT THAT SETS VISIONS AND GOALS AND GUIDES OUR LOCAL REGULATION. A FEW QUICK EXAMPLES OF HOW WE'RE LOOKING TO THAT COMPREHENSIVE PLAN TO REALLY GUIDE THIS PROCESS. WE HAVE A COMP PLAN GOAL TO AMEND THE ZONING ORDINANCE TO ALLOW ADAPTIVE REUSE AND CREATIVE REUSE OF FOR NEW HOUSING OPPORTUNITIES IN NONTRADITIONAL AREAS, LIKE AN OLD SHOPPING CENTER OR SOME OTHER ABANDONED STRUCTURE. SO A POTENTIAL ZONING ELEMENT THAT WE COULD START LOOKING INTO IS INTRODUCING ADAPTIVE REUSE AS A USE WITH A CLEAR DEFINITION, MAYBE RELAXING REQUIREMENTS FOR PARKING AND LANDSCAPING AND OTHER SITE DEVELOPMENTS TO MAKE BEST USE OF WHAT'S ALREADY THERE SO WE CAN BE FLEXIBLE WITH PEOPLE TO GET THEM USING THE INFRASTRUCTURE THAT'S OUT THERE IN A POSITIVE WAY. A GOAL FROM THE COMP PLAN FOR AMENDING THE ZONING ORDINANCE TO REDUCE PARKING MINIMUMS AND REQUIRE INSTALLATION OF BIKE RACKS AT PARKING AREAS IN PLACES WHERE YOU'LL LIKELY NEED THEM. APARTMENT COMPLEXES, PLACES OF BUSINESS. SO OUR POTENTIAL ZONING ELEMENT WE MIGHT LOOK INTO REVISING PARKING STANDARDS TO BETTER ALIGN WITH THE CITY'S PARKING NEEDS AND REQUIRING BICYCLE PARKING AREAS AT MULTIFAMILY AND PLACES WHERE PEOPLE WANT TO COMMUTE FOR WORK. BUT YOU DON'T HAVE TO. AND THEN ABOUT 22% ARE NOT APPLICABLE TO PETERSBURG EITHER, BECAUSE THEY ONLY APPLY TO CERTAIN COUNTIES OR CERTAIN REGIONS. LOOKING AT CHART TWO, WE TOOK THAT 54% MANDATORY AND BROKE THAT DOWN A LITTLE FURTHER. AND OF THOSE MANDATORY PROVISIONS, WE FOUND THAT ABOUT 39% IS FULLY COMPLIANT, ABOUT 25% PARTIALLY COMPLIES. LOOKING AT FOCUS GROUPS, WE STARTED OFF WITH FOUR FOCUS GROUPS WITH LOCAL PROFESSIONALS. FOCUS GROUPS REALLY ARE BY THERE, BY INVITE ONLY, AND THEY'RE MEANT TO ENGAGE WITH FOLKS THAT ARE ACTIVELY WORKING IN LAND USE IN DEVELOPMENT. THEY'RE IN YOUR ORDINANCES, IN THEIR DAY JOB. THE CURRENT ORDINANCES WHERE IMPROVEMENTS CAN BE MADE, AND HOW TO MAKE IT MORE USER FRIENDLY OVERALL. SO SOME KEY THEMES THAT CAME OUT OF THAT DISCUSSION WERE IMPROVING ORGANIZATION AND CLARITY. WE WANT TO MAKE SURE WE HAVE A CLEAR AND CONCISE STRUCTURE THAT'S EASY TO NAVIGATE. WE WANT TO INTRODUCE MODERN USES AND STANDARDS, ESPECIALLY AS TECHNOLOGY EVOLVES. THERE ARE NEWER LAND USES TO THINK OF, ESPECIALLY SOLAR DATA CENTERS, EV CHARGING STATIONS, AND MORE, A LOT MORE BEYOND THAT, AS WELL. AND WE ALSO WANT TO REVISE DISTRICT STANDARDS TO COMPLIMENT THE AREA. SO WE WANT TO MAKE SURE THAT THE SCALE AND DESIGN ARE APPROPRIATE FOR A HISTORIC AND RESIDENTIAL AREAS, YOUR COMMERCIAL CORRIDORS AND YOUR INDUSTRIAL AREAS. THE SECOND PART OF OUR PUBLIC ENGAGEMENT WERE POP UP EVENTS. WE ACTUALLY TAGGED ON TO SOME PREEXISTING COMMUNITY EVENTS. SO WE WERE OUT AT JUNETEENTH AND NATIONAL NIGHT OUT WITH CITY STAFF SETTING UP A BOOTH TO ENGAGE WITH THE GENERAL PUBLIC. UPDATE AND THE TOP RESPONSES WERE IMPROVING THE LOOK AND FEEL OF STREETS, REVITALIZING ABANDONED BUILDINGS, REDUCING CRIME THROUGH DESIGN, INCREASING PETERSBURG'S ABILITY TO BE ECONOMICALLY COMPETITIVE, PRESERVING GREEN SPACE, AND PROMOTING INFILL OF VACANT OR BLIGHTED LOTS. IN OUR THIRD FORM OF ENGAGEMENT WAS AN ONLINE VISUAL PREFERENCE SURVEY. THIS MAP HOPEFULLY LOOKS FAMILIAR. WE WANTED TO MAKE SURE THAT WE ARE KEEPING THAT COMP PLAN IN MIND, SO WE USE THE FUTURE LAND USE MAP AS THE BASIS FOR OUR QUESTIONS ON THE ONLINE VISUAL PREFERENCE SURVEY. SO WE LUMPED VARIOUS PICTURES OF DIFFERENT DESIGN STYLES BASED ON THE TYPE OF LAND USE DESIGNATION FROM YOUR FUTURE LAND USE MAP. WE FOUND THAT COMMUNITY RESIDENTIAL HAD STRONG SUPPORT FOR MISSING MIDDLE STYLE UNITS SUCH AS TOWNHOMES AND DUPLEXES, AS WELL AS A VARIETY OF OTHER HOUSING OPTIONS IN THOSE AREAS, AND THERE WAS SUPPORT FOR BOTH HISTORIC AND MODERN ARCHITECTURAL STYLES. IN NEIGHBORHOOD COMMERCIAL, WE HAD A LOT OF SUPPORT FOR ADAPTIVE REUSE AND NEW CONSTRUCTION THAT SHOULD COMPLEMENT THE SURROUNDING AREA AND COMMUNITY MIXED USE. THERE WAS A PREFERENCE FOR GROUND FLOOR COMMERCIAL AND UPPER STORY RESIDENTIAL. PRETTY STANDARD AND TYPICAL THERE, AND IT SHOULD MATCH THE CHARACTER OF OLD TOWN, WHERE APPROPRIATE AND CONTINUE TO FOCUS ON ADAPTIVE REUSE, WHERE POSSIBLE. IN CORRIDOR COMMERCIAL.
