WHAT WE'RE LOOKING TO DO IS CREATE A REGISTRY FOR SHORT TERM RENTALS. THEY WILL BE REQUIRED TO SUBMIT AN APPLICATION TO STAFF, TO THE ZONING ADMINISTRATOR, AND ANNUALLY VERIFY COMPLIANCE WITH THE STANDARDS WE'RE SHARING WITH YOU ALL TODAY. IF THEY DON'T COMPLY AND APPLY BY THE DEADLINE OF $500, VIOLATION FEE WILL APPLY FOR THAT SHORT TERM RENTAL USE STANDARDS WE'RE LOOKING TO IMPLEMENT. APPLY TO SAFETY, OCCUPANCY AND AGAIN, ESTABLISHING PENALTIES FOR VIOLATIONS. HERE ARE THE STANDARDS WE'RE LOOKING AT SO LIMITED TO THE PRIMARY STRUCTURE. IT CAN'T BE A SHED OR GARAGE ON THE BUILDING. LIMITED TO FOR APARTMENTS. WE HAVE ESTABLISHED A NUMBER A MAXIMUM OF TEN UNITS OR A THIRD OF THE UNITS, WHICHEVER IS LESS, COULD BE APPLIED FOR. TO BE A SHORT TERM RENTAL. IN SEPTEMBER OF 2023, THE CITY OF RICHMOND AMENDED THEIR SHORT TERM RENTAL RESTRICTIONS GUIDELINES SO THAT 185 DAYS OF THE YEAR, A PROPERTY OWNER HAD TO BE THERE AT THAT TIME FOR SHORT TERM RENTAL. THE REASON WE NEED THAT IS BECAUSE OUR HOUSING STOCK IN PETERSBURG IS SO LOW THAT OUR RENTAL AND PURCHASE PRICES ARE TOO HIGH FOR SO MANY OF OUR FAMILIES. HE PURCHASES THEM, HE TURNS THEM INTO RENTALS, WHICH IS FINE, BUT HE SITS ON THEM FOR YEARS. THIS IS A PROBLEM PETERSBURG HAS. AND WE CAN'T SOLVE THAT PROBLEM RIGHT AT THE MOMENT. AND THERE'S A CERTAIN SCHEDULE, AND I'M GOING TO SHOW YOU THAT IN A MOMENT. THESE ARE NOT TIED TO CERTAIN LEVELS OF FUNDING. THE SECOND, THOUGH, ARE THE ONGOING REVENUES. WE STARTED WITH MAPPING THE LAND COVER OF PETERSBURG, AND WE FOUND THE TOTAL LAND COVER THAT THE CITY HAS IS 45% TREE CANOPY COVERAGE. A KEY TAKEAWAY IS THAT TREES ARE NOT EVENLY DISTRIBUTED ACROSS NEIGHBORHOODS. THERE'S A 75% DIFFERENCE BETWEEN SOME NEIGHBORHOODS. THE IMPORTANCE OF FOCUSING ON URBAN FORESTS IS MULTIFACETED. TREES BENEFIT COMMUNITY HEALTH. THEY CAN SAVE THE COMMUNITY MONEY BY REDUCING ENERGY USE, RAISING REAL ESTATE VALUE, AND BEAUTIFYING THE CITY, JUST TO NAME A FEW. ONE OF THE [02:45:06] BIGGEST FOCUSES PETERSBURG RESIDENTS HAVE TOLD US IN COMMUNITY FEEDBACK IS TO TARGET URBAN HEAT. SINCE THE AVERAGE DAYS OVER 100 DEGREES IS PROJECTED TO INCREASE. EXTREME HEAT IS ONE OF THE REASONS TO PLANT TREES. AIR QUALITY HAS ALSO BEEN FLAGGED BY THE COMMUNITY. WE KNOW THAT WELL. TREE NEIGHBORHOODS HAVE LOWER RATES OF ASTHMA AND RESPIRATORY ILLNESSES, ESPECIALLY IN CHILDREN. THE INFORMATION INCLUDED IN THIS PLAN REFLECTS THE OBJECTIVES OF PETERSBURG'S UPDATED COMPREHENSIVE PLAN, AND TREES PLAY A TREMENDOUS ROLE IN FLOOD REDUCTION AND BY UNDERSTANDING THE VALUE AND LOCATIONS OF THOSE TREES, WE CAN PLAN FOR MORE RESILIENT PETERSBURG. SO THE TREE CANOPY GOAL SET IN THIS PLAN IS TO MAINTAIN A TREE CANOPY COVERAGE OF 43% OVER THE NEXT 20 YEARS. THIS GOAL ACCOUNTS FOR PETERSBURG PROJECTED FUTURE DEVELOPMENT PROJECTS, SO WE'RE STRIVING TO MANAGE AND MAINTAIN LOSS OF TREES THROUGH A COORDINATED EFFORT BY BOTH THE CITY AND PRIVATE PROPERTY OWNERS. SO THESE ARE THE STRATEGIES WE CAME UP WITH, BOTH PARTNERING WITH CITY STAFF AS WELL AS THE COMMUNITY TO ACHIEVE THAT GOAL OF MAINTAINING, AT 43%, THE FIRST ONE THE CITY HAS ALREADY ACHIEVED. CONGRATULATIONS! YOU'VE ALREADY HIRED A CITY ARBORIST TO MANAGE YOUR TREES. I WILL LEAN CLOSER. OBJECTIVE TWO IS TO INCREASE THE CITY'S CAPACITY TO CARE FOR NEWLY PLANTED TREES AND PUBLIC PROJECTS, WATERING THEM, ENSURING THEY SURVIVE. TO MAKE SURE THESE VOLUNTEER EFFORTS SEE LONGEVITY OBJECTIVE THREE PAIRS ALONG JUST WITH OBJECTIVE TWO, WHICH IS TO TRAIN CITY STAFF AND METHODS OF GREEN INFRASTRUCTURE. VEGETATION MANAGEMENT ESSENTIALLY HOW TO TAKE CARE OF BMPS TREES, SHRUBS TO ENSURE THEIR LONGEVITY, TO PROVIDE US BENEFITS IN THE FUTURE. OBJECTIVE EIGHT CITY HAS ALREADY STARTED WORKING ON AS WELL IS TO PLANT TREES ALONG TRANSPORTATION CORRIDORS, PEDESTRIAN ROUTES AND BUSINESS DISTRICTS IN ORDER TO BEAUTIFY THE CITY'S ENTRYWAYS, WELCOME VISITORS AND MOST IMPORTANTLY, TO PROMOTE WALKABILITY AND TRANSPORTATION IN THE CITY. AND THEN THE LAST ONE IS JUST GENERAL EXPAND THE EQUITABLE DISTRIBUTION OF TREE CANOPY BENEFITS ACROSS PETERSBURG BY REALLY ADDRESSING THOSE NEIGHBORHOODS WITH LOW TREE CANOPY AND INCREASING IT. SO FOR COMMUNITY SUPPORT, AS PART OF THE PLANNING PROCESS, WE'VE HAD NINE ADVISORY COMMITTEE WORKSHOPS WITH BOTH CITY STAFF MEMBERS AND COMMUNITY PARTNERS. AND WE HAVE A LIST OF COMMUNITY PARTNERS UP AHEAD WHO HAVE BEEN A PART OF THE PROCESS. THE GREENING PETERSBURG INITIATIVES ALL THE WAY ALONG. AND WE HAVE A FEW BULLETS OF DATES TO COME BACK TO CITY COUNCIL TO REVIEW ORDINANCE UPDATES TO EVENTS FOR THE PUBLIC. WE HAVE IS THE GREENING PETERSBURG PLANNING WORKSHOPS. THEY WILL BE IN THE PROJECT AREA. THE IMAGE ON THE RIGHT. AND THIS PROGRAM AREA WAS WHERE THE COMMUNITY EXPRESSED INTEREST FOR THESE TYPES OF GREENING PROJECTS, AND WHERE WE FLAGGED IN THE DATA THAT THERE IS A GREAT NEED. WE'RE WORKING WITH PUBLIC WORKS TO GET TIMMONS INVOLVED WITH US AS WELL. THEY'RE THE ONES THAT ARE GOING TO HELP US IDENTIFY UTILITIES AND SEE WHERE WE CAN HAVE THE CAPACITY TO PLANT. AND THE BIG FOCUS IS ON A PILOT PROJECT. WE REALLY TALKED ABOUT EMPHASIZING THE GATEWAY, BUT WHAT WE'RE HOPING TO DO IS ONCE WE LOCATE UTILITIES AND SEE WHERE IT'S FEASIBLE TO PLANT, TO ENGAGE THE COMMUNITY ON LOCATIONS AND IDEAS WE'VE GOT, WE'VE ACTUALLY GOTTEN REQUESTS FROM PEOPLE IN THE PUBLIC WORKS DEPARTMENT. IF YOU'VE BEEN OUT THERE, YOU'VE SEEN THAT EVEN THEIR OUTSIDE COULD USE SOME IMPROVEMENTS, SOME COOLING AND ATTRACTIVE TREES. SO WE'RE HOPING TO WORK WITH THE COMMUNITY TO IDENTIFY THE BEST LOCATIONS OUT THERE FOR THE PLANTING. SO I KNOW IT'S TOO HOT RIGHT NOW TO PUT ANYTHING IN THE GROUND, BUT WILL WE BE PUTTING TREES IN THE GROUND BY THE END OF THE YEAR? SO SINCE IT TOOK SO LONG TO GET THE CONTRACT SIGNED, WE HAVE A YEAR FROM WHEN IT WAS JUST SIGNED IN THE BEGINNING OF JUNE, SO THE PLANTING SEASON WOULD BE DECEMBER, JANUARY, FEBRUARY, MARCH. WE WOULD GET PLANTED IN THAT TIME FRAME. THAT'S WHEN THE MONEY IS GOING TO EXPIRE AS WELL. SO WE GOT TO GET DESIGNED AND PLANTED WITHIN THAT ONE YEAR TIME FRAME. SO WE'RE MOVING FORWARD WITH ALL OF THAT, LIKE FAST AS WE CAN. WE'RE MOVING FORWARD. YES, WE'RE WORKING WITH PUBLIC WORKS ON THAT. AND SPEAKING OF TREES, MR.
